Cloudflare’s network is built on (one IP, many locations). WARP is designed to send you to the closest data center for speed. If you had a static IP, Cloudflare would have to route your traffic to a specific data center (your "home" center) regardless of distance. If you are in India and your static IP is in New York, your latency would be 200ms+. That defeats WARP’s performance promise.
